Administration presents a counter narrative to that the media prefers on Puerto Rico efforts

Washington Post:
Trump’s Puerto Rico video tells positive story, leaves misery on cutting-room floor

The footage of Puerto Rico compiled by the White House in the wake of Hurricane Maria shows the extent to which the Trump administration is portraying the federal government’s handling of the natural disaster in the best possible light, despite the island’s ongoing power, water and health problems.
I think the main reason Puerto Rico is having problems in recovering from the hurricane is the corruption and incompetence of many of its local officials.  To me, that is the real story that neither the media or to some extent, the administration has addressed.   The Trump administration has criticized the mayor of San Juan, who strikes me as a liberal kook who can't even effectively hand out the water that has been provided.  I have seen some stories of mayors who have either claimed the relief supplies for themselves or are only willing to pass it out to their supporters.

While the media talks about the power plant, I have seen no stories where those responsible for operating it are questioned about their inability to get it back in operation.  It is as though local people are not held accountable because that would interfere with media Trump bashing.

Contrast that with how local officials in Texas and Florida managed to deal with the wind and flooding and get most people taken care of.  Why ignore the incompetence of local officials?  I suspect it is for the same reason that the media sought to blame President Bush for the incompetence of Louisiana officials after Katrina.  The media makes excuses for Democrats and attacks Republicans.  It is what they do whenever anything goes wrong.
