In a competitive environment why would internet service providers degrade their service to customers

FCC poised to repeal net neutrality rules in a sweeping act of deregulationI think customers will want to go with the provider that offers them the best service. That is what I do now. I tried satellite service and it sucked because they limited the time spent online and when it was exceeded slowed the service to a point that is was worse than dial-up. The phone company offered DSL which was better and cheaper. Big cities have more competition and faster speeds and judging by their ads no one is touting slower service.
Internet providers would be able to speed up service for some apps and websites — and block or slow down others — in the expected repeal of Obama-era rules for broadband companies such as AT&T and Verizon.
