Are their still consequences for treason?

NY Times:

She Left Her Family to Fight. Now She Wants to Go Home.

The case of a woman in France who became a prominent propagandist for the Islamic State is unusual, but points to a broader quandary for Europe.
What she did appears to meet the definition of treason in most countries.  She took the side of an enemy making war against her native country.  I don't get the quandary.  Is this more liberal handwringing over dealing with someone who is a traitor?  It could be that they are trying to make terrorism a lawfare issue instead of a warfare issue.  If so they are making a huge mistake that empowers those who want to destroy them.
