Who would want a deadly cyber attack explosion in Saudi Arabia?

Experts believe an attack last year on a petrochemical company in Saudi Arabia was intended to cause a deadly explosion, and they fear the next one might succeed.
I suspect it was done by someone in their neighborhood.  While it is possible that remnants of ISIS could be behind the attack, I would focus on Iran and some of its allies.   When it comes to cybersecurity the ability to trace the source of the attacks is critical to retaliation.  The US and its allies need to get much better at doing that.
